“Academic Town Collaborative University” Promotion Project [2020~2023]

Since 2016, Kyoto City and the University Consortium Kyoto have been implementing the “Gakumachi Collaborative University Promotion Project” with the aim of establishing, enhancing, and developing regional collaboration initiatives as an organizational initiative of universities beyond the boundaries of faculties and departments.
Since 2016, we have been supporting six universities for four years, and as a result, the number of students studying in the region has increased, the number of students interested in the region has steadily increased, and the research results of the universities and the vitality of the students have been utilized in the community, leading to the revitalization of the region.
In FY2020, four new universities were selected and supported for four years from FY2020~FY2023.

Among the member universities of the University Consortium Kyoto, universities and junior colleges that have been selected for the 2016 Academic Community Collaboration University Promotion Project are promoting university-wide regional collaboration.

Kyoto Koka Women’s University, Kyoto Koka Women’s Junior College (start-up type)

Project name: Learning in Kyoto, working in Kyoto, living in Kyoto ~Development of regional collaboration programs~

Based on the achievements of regional cooperation that has been implemented based on the basic plan of Ukyo Ward and the “active learning incorporating regional cooperation” that has been achieved through the University Education Revitalization Acceleration Program, we will develop a new educational program to support students to settle in Kyoto, re-enter the workforce and advance their careers by graduates and local residents, and aim to increase the number of women who “study in Kyoto, work in Kyoto, and live in Kyoto.”
We have set the following four objectives and will increase opportunities for students to get involved in Kyoto by expanding our educational programs.
(1) We will secure a regional cooperation base in central Kyoto for the purpose of expanding the activities of students and graduates, and (2) increase the number of regular courses in community-based education and promote the development of human resources required by the region through collaboration with local companies and organizations. (3) We will build practical internships in collaboration with local companies to support re-employment in recurrent education, and (4) strengthen community-based education related to “traditional industries” in addition to “food and health,” which has a proven track record so far, and work to create a system to raise understanding of the Kyoto climate and awareness of the inheritance of traditional industries.

Hanazono University (start-up type)

Project name: Promotion of community-based education programs based on the spirit of altruism

The founding spirit of Hanazono University is “the cultivation of personality through the Zen-like Buddhist spirit.” Based on this founding spirit, the university’s regional cooperation aims to develop students who can contribute to society with independence and altruism, as well as utilizing the results of education, research, and activities for the development of the region through collaboration with various stakeholders.
Based on the achievements of regional cooperation so far, we have established three pillars: (1) Buddhist × social contribution project (community creation and revitalization based on the Buddhist spirit), (2) Ohimoto Project (more casually “Hanadai Mr./Ms.”), and (3) Kyoto Project (focusing on the history, culture, and traditions of Kyoto). We will actively carry out unique projects that take advantage of the characteristics of Hanazono University, such as the Gion Festival project.
In addition to having the local community recognize that Hanazono University is here, we aim to produce students who will gain confidence through these activities, become attached to Kyoto, and spread their wings in the future.

Kyoto Tachibana University (Advanced Type)

Project name: Community-based educational program to “enjoy change” in the Yamashina-Daigo area

Kyoto Tachibana University has increased the number of community-based educational programs and achieved self-propelled operation through the 2019 academic year through the “Academic City Collaborative University” promotion project adopted in 2016. In this project, we will continue these efforts, and as the next step, we will develop two projects: (1) “Visible Community Collaboration” with the theme of visualizing regional cooperation activities, and (2) “Toward a university that is close to the residents of the city” in collaboration with Kyoto University of Pharmaceutical Sciences.
(1) In the “Visible!!” Regional Collaboration Project, we have set four visualization themes: student needs, educational effects, activity results, and changes in the region, and based on each theme, we will develop six initiatives, such as the implementation of growth measurement tests and questionnaire surveys of local residents.
(2) In the “Toward a University Closer to the Residents” project, in collaboration with Kyoto University of Pharmacy and Pharmaceutical Sciences, we will develop three programs: an IPE (Interprofessional Education) program, community collaboration activities by joint student organizations, and joint public lectures for citizens, with the aim of making the university familiar to residents of the Yamashina and Daigo areas.

Ryukoku University / Ryukoku University Junior College (Advanced)

Project name: Development of a community-based educational program in Fushimi -Deepening the Machigurumi Campus (a community of mutual learning)-

In 2016-19, we will expand on the Ryukoku University “Academic Town Collaborative University” promotion project, and through further collaboration with Kyoto Bunkyo University, we aim to develop a community-based educational program in Fushimi, where both universities are located.
The two universities have been working together for more than 10 years to develop and implement a “Regional Public Policy Specialist” qualification education program as part of the “Inter-University Collaboration Project for Regional Public Human Resources” supported by the Ministry of Education, Culture, Sports, Science and Technology. Based on the fact that both universities have a long track record of community cooperation activities in Fushimi Ward, and that Kyoto Subaru High School is also developing practical education in Fushimi Ward, two universities and one high school will work together to develop a regional cooperation education program, which will further enhance the regional cooperation education of the “Regional Public Policy Specialist” qualification education program and ” Through the deepening of the “Machigurumi Campus (a community of mutual learning),” the program promotes growth through exchanges that transcend specialties and generations by allowing local communities and students to learn together.

Interim Evaluation Results of the “Academic City Collaborative University” Promotion Project

The “Gakumachi Collaborative University” Promotion Project, which started in 2020, has a support period of four years until 2023, but in the third year, 2022, an interim evaluation by external experts will be conducted, and the interim evaluation was conducted on September 29, 2022. The evaluation results are as follows.

【General Comment (Common to all 4 selected schools)】
In the difficult situation of the Corona disaster, it can be seen that each of them has worked hard with ingenuity.
On the other hand, it is precisely because of this situation that it is important to investigate the regional issues that have become apparent due to the coronavirus pandemic, and to take an approach to deepening regional cooperation and finding solutions, rather than limiting the issues to universities as originally envisioned.
In addition, I would like them to reaffirm that students are the main actors, and to encourage them to become aware of their own initiatives, take action, and create in community collaboration activities. On top of that, it is desirable to thoroughly evaluate the degree of growth of students through the project.
Although a large amount of outsourcing costs and guidance fees are recorded in the budget and financial statements, I would like you to consider reviewing them because there are some insights that can be gained by the supervisors and students themselves working on them.

Review:
  • As for the “town and campus,” I would like students to aim to become a “place of awareness” that connects them with the community. In addition, as a characteristic initiative of the university, a large amount of rent is spent, so we expect that it will be used more actively.
  • The employment rate at companies and organizations in Kyoto City, which is listed as a business evaluation index, is currently well below the standard value for the first year of Reiwa. The results of this study should be analyzed and the kind of employment support needed should be reconsidered. It should also examine how students perceived the attractiveness of local companies.
  • I would like universities and junior colleges to analyze the current situation and identify issues for the next academic year.

Review:
  • It is necessary to analyze the effects of disseminating information through radio programs and YouTube. Ultimately, it is desirable to carry out a quantitative evaluation.
  • It is commendable that we were able to switch to video distribution for some of the activities that were supposed to be face-to-face. I would like you to accumulate know-how for secondary use of video and online courses, and consider how to utilize and develop it in the future.
  • Since a sense of growth is important as a prerequisite for students to gain awareness and creativity through activities, a questionnaire should be conducted to measure the level of growth of students.

Review:
  • At present, it seems that the collaboration project with Kyoto University of Pharmaceutical Sciences, which is the pillar of this project, is limited to the IPE project (recruitment of simulated patients and participation in classes), so I would like to see the project go one step further and show the direction of the new endeavor.
  • Regarding the visualization of educational effects, the number of Mr./Ms. interviews with graduates is small. Since sufficient budget has been secured for FY2022, I would like to see the project work in the second half of the adoption period to show concrete results as an “development-type” project.
  • Regarding alumni interviews, I would like you to clarify the purpose of the interviews, such as “I want to deepen the relationship between alumni and students” or “I want students to think about their careers.” On top of that, if you want to do it effectively and efficiently, I would like you to consider ways to use online, and if you want to increase the effectiveness of education, I think it would be better for students to do it themselves without outsourcing transcription, which will lead to their growth by understanding the nuances and how to put their heart and soul into it.

  • With regard to the qualification certification system for the “high school student version of the Regional Public Policy Consultant,” I would like the government to work on the establishment of a system so that it can be established as an educational project in the next one and a half years.
  • As for the partners of the high school-university collaboration, I would like to see an increase in the number of verification parameters and a thorough analysis of the contents.
  • When it comes to the production of video teaching materials, I would like you to place emphasis on the awareness and changes that students have gained during the production process, rather than the creation itself. In addition, I would like the report to include the effects that students have gained from communication with local residents and group work
