The forum is held for the purpose of “sharing information on domestic trends and disseminating information on initiatives in Kyoto” in the issue of collaboration and connection education between high schools and universities.

The 20th Forum on Collaborative High School-University Education [Commemorating the 20th Anniversary of the Kyoto High School-University Collaborative Research Council]

In order to nurture the qualities and abilities of children who will become “creators of a sustainable society” in a rapidly changing society, the Central Council of Education submitted a report in January 2021 titled “Aiming to Build a ‘Japan School Education in Reiwa.'” The report focuses on “realizing individually optimal learning and collaborative learning that brings out the potential of all children.” In order for both high schools and universities to improve the quality, diversity, and inclusion of education, and to develop education that leaves no one behind, what is required for collaboration and connection between the two, and how should we think and put it into practice?
The Kyoto High School-University Collaborative Research Council was established in May 2003 with the aim of overcoming competition between schools and individual interests to develop human resources unique to Kyoto, namely industry, government, and academia. Since then, various high school-university collaboration projects have been developed centered on this forum, and 2022 will be the 20th anniversary of the council’s establishment.
This forum, the 20th of which will be held, will be an opportunity to look back on the history of collaboration and connection between high schools and universities, and to share and think about the realization of collaborative education between high schools and universities that fosters “creators of a sustainable society.”

The high school part of “Aiming to Build a Japan-type School Education in the Reiwa” (Report of the Central Education Council, January 2021) is based on the “Working Group on High School Education in the New Era (Summary of Deliberations)” compiled the previous year. It calls for the realization of high school education that “puts the student as the subject.” I would like to consider the future of high school education required by the new Course of Study centered on “inquiry” based on the 2016 report, which summarized the report and deliberations and recommended the revision of the Course of Study.

The final report of the “Survey Connecting Schools and Society (commonly known as the 10-Year Transition Survey)” (co-sponsored with Kawai Juku), which follows students for 10 years from the second year of high school, has been compiled. We will investigate variables such as learning, career, and qualities and abilities from high school to university students, and empirically show what the variables were that had an effect on participants in their third year of work. Ultimately, it theoretically discusses what kind of school education is to cultivate the qualities and abilities for a rapidly changing problem-solving society.

Since its establishment in 2006, the Department of Science and Mathematics at Nishi-Maizuru High School in Kyoto Prefectural has been conducting an inquiry program (summer training “Global Environment and Marine Ecosystems”) through the investigation of the local environment and organisms by students with the cooperation of the Field Science Education and Research Center of Kyoto University. By reporting on these activities, we will discuss how to nurture the creators of a sustainable society rooted in the community through science exploration activities. In addition, we would like to report on and discuss the significance and ingenuity of continuing and developing high school-university collaboration.

In the new course of study, which has been implemented since this year, seven new courses have been established that include the word “inquiry.” One of them, “Comprehensive Inquiry Time,” is expected to provide an opportunity not only for students to acquire qualities and abilities related to discovering and solving problems, but also for thinking about “one’s own way of being and how to live” for career development after graduation. In this subcommittee, we will consider how inquiry activities have affected career development, based on the reports of current undergraduate and graduate students.

From the high school, we will report on the efforts of the “Human Skills” Course, a school-set subject that aims to “acquire the ability to get between people, think for themselves, discover problems, and solve problems as a team in an era of rapid change.” From the university, we will introduce the provenance, work structure, aims, and learning outcomes of learner-centered questioning using QFT (an educational method originating in the United States) in the “Hatenathon Seminar,” which is a university-wide and first-year education subject and has a wide range of practical examples in high schools.

In order to become a “creator of a sustainable society” as indicated in the “Japan School Education in Reiwa” report (2021), how should we plan future high school-university connections (entrance examinations, connection education, etc.) in order to nurture the qualities and abilities of learners at high school and university? In the case of Britain and France, let’s look at how readiness for university education is nurtured by high school, and how this is actually connected to universities and society. We will notice the characteristics of Japan’s high school-university connection from comparison with overseas cases, and explore future high-university connections based on this understanding.

Since 2020, as a measure to prevent the spread of the new coronavirus infection, the introduction of online classes has been promoted in educational settings. In this uncertain era, this year’s high school-university collaboration future session also adopted an executive committee format composed of high school and university students who will continue to lead the next generation, and made use of both online and face-to-face meetings to create a plan leading up to the day of the event. In this subcommittee, we will report on the results of the third stage of the student and student executive committee of this high school-university collaboration future session.
* The “Future Session” is a career education program for high school-university collaboration that aims to develop the careers of high school and university students, and to engage in future-oriented dialogue and exchange across generations and schools.

Implementation Report

▶ The 20th Forum on Collaborative Education between High School and University [Click here for details]

This year, as the Kyoto High School-University Collaborative Research Council, which hosted the event, celebrated its 20th anniversary, the overall theme of the conference was “High School-University Collaboration to Realize through the 2020s: For Students to Become ‘Creators of a Sustainable Society.'” As the impact of the new coronavirus infection continues, the event was held in a hybrid format for the first time at the venue and online, and a total of 155 people participated, including 87 at the venue and 68 online, from all over Japan.
In the first part, to commemorate the 20th anniversary of the establishment of the Council, Dr. Katsumi Arase, President of the Independent Administrative Institution Teachers’ Support Organization, gave a lecture titled “What is required of high school education ~What is depicted in the report of ‘Japan style school education in Reiwa’~”, and Dr. Shinichi Mizokami, President of Toin Gakuen School Corporation and Professor of Toin Yokohama University, “Theoretically and empirically presenting learning in high schools and universities that have a large impact for the realization of transitions.” Each of them gave a lecture on the theme.
In the panel discussion, Mr. Keiya Ito, Supervisor of the High School Education Division of the Kyoto Prefectural Board of Education, Mr. Junyuki Takimoto, Supervisor of the School Guidance Division, Kyoto City Board of Education, and Mr. Junpei Sakai, a teacher at Ritsumeikan Uji Junior and Senior High School, reported on their efforts at high schools from their respective standpoints. Three case reporters and commentators Dr. Arase and Dr. Mizokami deepened the discussion.

In the second part of the subcommittee, the participants were divided into four subcommittees, including the special subcommittee (1) “High School-University Connection,” and each subcommittee was set with an overall theme in mind, and examples of initiatives were shared and reported on each theme, and a lively exchange of opinions was held.

In addition, on Saturday, December 10, a special subcommittee (2) “Career Education for High School and University Collaboration” was held, and a panel discussion was held as an opportunity to report on the results of the executive committee of high school and university students in Kyoto Prefecture, who were responsible for planning and managing the “Future Session for High School and University Collaboration” of the Council’s career education program. By delivering the voices of high school and university students to the participants, it was an opportunity to make use of them in educational activities.
