Purpose of the Tournament
As the environment surrounding higher education in Japan becomes increasingly severe, the development of an environment in which students can truly concentrate on their studies and support for student life are one of the important issues common to higher education institutions. The Campus Consortium Hakodate (CCH) was established in 2006 with the aim of developing such joint projects, and in 2009 held the 6th National University Consortium Research Exchange Forum. Under the slogan of “Nurturing truly educated people” who possess a wide range of knowledge, the ability to make appropriate judgments, a sense of social justice, and the courage to believe in the truth, he proposed a way of urban development by young people with cosmopolitan “human power.”
In holding the 15th National University Consortium Research Exchange Forum, the theme of the conference was “empowerment” of young people and local residents through collaboration with higher education. Empowerment is a concept that refers to the development and empowerment of the latent abilities of human beings and society, and in Japan, where the disparity between the family economy and education is widening, higher education is required to strengthen the empowerment function to fully develop the talents of all young people and nurture them as human beings expected by the future society.
To date, the University Consortium has embarked on a variety of joint projects based on a wide range of collaborations with multiple universities, companies, and organizations. At this forum, we would like to share experiences on strategies to fully develop the potential of students and local residents, to create a prosperous and diverse future community, and to look ahead to the consortium projects that are considered promising in the future.

* On the day of the event, the number of route buses will be increased according to the reception time.
* On the first day, after the information exchange meeting, a free shuttle bus will be operated from Mirai University to JR Hakodate Station and Yunokawa Onsen Town, and on the second day, after the breakout session, a free shuttle bus will be operated from Mirai University to JR Hakodate Station, Yunokawa Onsen Town, and Hakodate Airport. If you wish to use the free shuttle bus, you need to apply using the participation application form.

Implementation Report

On Saturday, September 1 and Sunday, September 2, the 15th National University Consortium Research Exchange Forum was held at Future University Hakodate (Hakodate City, Hokkaido) with the main theme of “Empowering Students and Local Communities through University Collaboration ~Aiming for Future Regional Development~”.

At the 15th National University Consortium Research Exchange Forum, 222 people from higher education institutions and governments across Japan participated in the seminar to exchange experiences on strategies to fully develop the potential of students and local residents, to create a prosperous and diverse future region, and to discuss the consortium projects that are considered to be promising in the future.

On the first day, a pre-event was held before the opening of the forum, where officials from the University Consortium Secretariat reviewed their activities and shared the challenges they feel on a daily basis in the operation.
The keynote speech was given by Dr. Katsutaka Shiraishi (Professor, Faculty of Policy Studies, Ryukoku University) and gave a lecture titled “Empowering Students and Local Communities through University Collaboration ~Based on the Kyoto Alliance’s Experience~”.

At the symposium that followed, Mr. Junichiro Furuchi (Associate Professor, Hokkaido University of Education, Hakodate Campus) was invited as the coordinator, and Mr. Yuri Mima (Professor, Future University Hakodate), Mr. Kazumasa Takahashi (Coordinator of Regional Cooperation, Hakodate University), and Mr. Aoi Furudate (Hakoreco.com Co., Ltd.) talked about “Empowering Students and Local Communities through University Collaboration ~Aiming for Future Regional Development~”. We had a lively discussion.
In the report on education and education that followed, Mr. Kazuyuki Miura, Director of the University Promotion Division, Higher Education Bureau, Ministry of Education, Culture, Sports, Science and Technology, reported on trends in higher education policy.
In addition, in the poster session held in parallel with the symposium, many questions and comments were asked by the participants about the respective efforts of each consortium organization, and there was a scene where exhibitors and participants actively interacted.

In the subcommittees on the second day, there were various topics such as “Children and Child-Rearing Conducted by the Entire Community ~Efforts to Connect Lives to the Future~”, “Urban Development Starts with Human Resource Development ~New Challenges of Network Tama~”, “Thinking about the form of life in which the community and students interact and grow~From multi-generational exchange-type communities in which students participate to create a related population~”, and “Empowerment projects that can only be done by a consortium of small universities” Four subcommittees were held on various themes, and practical case reports and opinions were exchanged with participants.

The next 16th forum will be held in Kumamoto. Details will be announced on the website of the University Consortium Kyoto as soon as they are decided.
