Towards nurturing new talent to pave the way for a rapidly changing society of the future
– Inter-university collaboration and industry-government-academia collaboration in the context of timeless trends
Purpose of the event
Currently, higher education is at a major turning point. As indicated in the “Form of higher education with an eye to the future society amid a rapid decline in the birthrate” that the Ministry of Education, Culture, Sports, Science and Technology consulted the Central Council for Education, the environment surrounding universities is changing dramatically, with population decline, advances in AI, and the spread of problem-solving learning in high schools.
In response to these social changes, it is also an important mission to support diverse and flexible learning and cultivate highly specialized human resources who will lead the future through the promotion of interdisciplinary and interdisciplinary education
and recurrent education. In addition, in order to develop as a core presence in the region, it is essential that universities work together with various stakeholders, such as local governments and industry, and that industry-academia-government work together to advance the initiative.
In this situation, higher education institutions are required to adopt an attitude of “timeless fashion” that flexibly adapts to the changes of the times while preserving their essence. It is important to reconsider the essence of inter-university cooperation, taking into account the report of the Central Council for Education, “A future vision for improving the ‘sum of knowledge’ in Japan – Reconstructing the higher education system.” For example, the University Consortium Hyogo Kobe’s ongoing internship initiative for international students shows both unchanging ideals and practical applications in response to social changes.
This forum will provide an opportunity to look back on the activities of inter-university collaborative organizations, reexamine their origins, learn from the latest examples of practice, and think together about the future of higher education.

On the day, there will be an exhibition corner by member schools of the co-hosting organization, the Hyogo Kobe University Consortium, with the theme of “University-to-University Collaboration and Industry-Government-Academic Collaboration from Hyogo.”
Please come and see the efforts of university-to-university collaboration and industry-government-academia collaboration, as well as university activities that connect the lessons learned from the Great Hanshin-Awaji Earthquake.

Session 1 (University Consortium Kyoto, a public interest incorporated foundation) “Promoting the attraction of international students to Kyoto through industry, academia, and government – Toward the retention of international students” The University Consortium Kyoto serves as the secretariat of the “International Student Study Kyoto Network,” which includes universities, Japanese language schools, vocational schools, companies, economic organizations, and government agencies, and has been working to attract international students to the Kyoto region and improve the system for accepting them. As responding to a declining population has become a social issue, efforts to help highly skilled human resources settle in the region, such as providing job support for international students who graduate from universities, are becoming more important. In this subcommittee, we will share examples of efforts made by government agencies, universities, and companies, and discuss future prospects for attracting and supporting international students with a view to helping them settle in the local community. Session 2 (General Incorporated Association Higher Education Consortium Miyazaki) “The future of recurrent education envisioned through co-creation – How to create a place for learning together and building the community together” This subcommittee will consider how each university and each consortium should approach recurrent education, especially recurrent education that collaborates and co-creates with local communities and companies. To do this, we will first get an overview of what recurrent education is and how it is done, and what the challenges are. Next, we will hear reports on practical examples of recurrent education programs in which universities and local communities work together. Furthermore, we will hear reports from the perspective of companies on the significance of working with universities to provide recurrent education, broadening our understanding. Session 3 (General Incorporated Association University Consortium Hyogo Kobe) [TKK3 University Collaboration Project 15th Anniversary Project] 30 Years Since the Great Hanshin-Awaji Earthquake: “Thinking with Young People about Supporting Disaster Areas and the Power of Passing On Stories” January 2025 marks the 30th anniversary of the Great Hanshin-Awaji Earthquake. With more than half of the generation still unaware of the disaster, it is becoming increasingly important to pass on the experiences of that time. In this session, we will share the framework of the “TKK3 University Collaboration Project,” which has been working on wide-area university collaboration, exchange opinions on young people’s efforts to support disaster-stricken areas and pass on their experiences, and aim to develop the ability to prepare for the next large-scale disaster through what we felt in the disaster-stricken areas and how to pass on the experiences. About proceedings and reports
From 2025, proceedings and reports will be provided as PDF data rather than booklets. A PDF of the proceedings will be sent to the email address of forum applicants approximately three days before the forum.
The report will also not be sold, but a PDF of the report will be sent free of charge to all forum applicants by email at a later date. The PDF data provided will be
the presentation materials and profile sheets of the member organizations of the Japan University Consortium .
