In response to the enforcement of the Act on the Elimination of Discrimination against Persons with Disabilities in 2016, universities are urgently required to appoint support coordinators and improve their software and services. However, universities with little experience in accepting students with disabilities have had to establish support systems while groping around in the dark, and it takes a lot of time to smoothly manage and implement support for students with disabilities. The following materials are from three universities (Kyoto University, Kyoto Sangyo University, and Doshisha University) that were provided in the Foundation-designated research topic (see below) conducted in 2016 to resolve these issues. We have made the materials public in the hope that
the tacit knowledge accumulated by the coordinators will be made visible through information sharing, and that it will improve the skills of support staff and raise the quality of support for students with disabilities at each university.

| Research Background and Objectives | In response to the enforcement of the Act on the Elimination of Disability Discrimination in 2016, each university is urgently tasked with appointing a disability student support coordinator, understanding and improving the physical environment on campus, and improving the software and service environment that supports education and research. In addition, the forms of support such as reasonable accommodation for students with disabilities are diverse, and the individual knowledge and know-how of the staff in charge who dealt with them is not shared, and depending on the employment status of the staff, it remains buried and is not shared inside or outside the university. By building a database that covers the knowledge of the efforts made at each university, the progress of efforts to eliminate disability discrimination at universities will be significantly increased with the enforcement of the Act on the Promotion of Elimination of Disability Discrimination in 2016, and will be on par with or exceed that of advanced countries in UD, and furthermore, new efforts will be created to eliminate disability discrimination, and in connection with this, the possibility of a project centered on the University Consortium Kyoto will be presented. In particular, the purpose is to make visible the tacit knowledge and skills possessed by each university’s support coordinators for students with disabilities, such as know-how on constructive dialogue and consensus building with relevant faculty members, and methods of raising awareness and disseminating information, which they have accumulated through their work, and to present guidelines that can be shared with staff at universities that have not yet fully established support organizations for students with disabilities on campus. |
