Business Overview
The Policy Research Exchange Conference from Kyoto has been held since 2005 with the aim of providing students who are conducting research to identify and solve a wide range of problems and issues facing cities, as well as providing opportunities for research exchange with faculty members, presenting their findings and deepening their own research.
Outline of the 18th Policy Research Exchange Conference from Kyoto
The 18th edition of the tournament was held in-person again for the first time in three years. With the number of applicants increasing year by year, the 18th edition of the conference was held at the Kyoto International Conference Center, where many international conferences have been held, as the venue for the first time in order to further enliven the competition.

Presentation format: Oral presentation (presentation using PowerPoint materials)
Students are required to submit their papers in advance, undergo a presenter qualification review and a thesis review, and then give an oral presentation on the day of the competition. The presentation time is 25 minutes, 15 minutes for the presentation and 10 minutes for the Q&A session. *Please note that the call for panel presentations, which were held at the time of the face-to-face event, will not be held this year, and only oral presentations will be held.
*The presentations on the day of the conference will be recorded via Zoom so that all presenters, related parties, and applicants can watch the presentations after the conference, so please be aware of the shooting.
This tournament will be conducted with thorough infection control measures based on the following “Checklist of Infection Prevention Measures at the Time of Holding the Event” (Kyoto Prefecture designated format).

This 18th edition of the conference was held face-to-face for the first time in three years and was held for the first time at the Kyoto International Conference Center, a national international conference center representing Japan.
This year’s competition received a record number of 108 entries, of which 63 groups passed the presenter qualification screening were divided into nine subcommittees to present their research on a wide range of themes related to urban policy, and a question-and-answer session was held by two judges and other presenters.
After the presentations at each subcommittee, the student executive committee will conduct a student project. Approximately 180 people participated in the project, which challenged various quizzes about Kyoto, from lateral thinking quizzes to academic quizzes that matched the purpose of the competition and the content of the presentations. Regarding this project, in which students from different universities and faculties form teams to answer quizzes, participants commented that the student project was very fun and a good time for exchange, and it seems that it was a place for exchange that transcends universities and faculties.
The award ceremony was held in a hall that can accommodate up to 1,200 people, and at the moment of the announcement of the winners, the students were happy with their gutsy poses and happily taking group photos on stage, which was a sight unique to the first face-to-face event in three years, and it was evident that this competition was a place for the presenters to learn and gain a sense of fulfillment.
* In view of the situation of the new coronavirus infection, we did not accept general audience visitors to participate in this conference (those who wish to do so can watch the presentations recorded on the day at a later date).

【141st】Creation of public opinion through generational and mixed generational conferences (Miu Hayashida, × Hiroaki Chikano)

On Friday, March 24, 2023, members of the Noda Seminar Group C, Faculty of Policy Studies, Doshisha University, who received the University Consortium Kyoto President’s Award and the Japan Society for Public Policy Awards, made another presentation to the departments of administrative agencies related to the content of the presentations and held a policy proposal roundtable to exchange opinions.
The policy recommendation is to “foster democracy in the process of recognizing the importance of compromise by repeating generational and mixed-generation meetings at citizens’ conferences as a way to participate in the voluntary opinions of the younger generation.” In particular, it was emphasized that it is necessary to hold generational meetings to create an environment in which the younger generation can easily participate, and to overcome the value gap between generations.
In response to this proposal, government officials expressed opinions such as, “This proposal is convincing because it is based on evidence obtained through demonstration meetings, participant questionnaires, and interviews with stakeholders,” “I would like to consider bringing back the proposal to see if it is possible to set up a generational meeting and a mixed-generation meeting at the citizens’ meeting that I am in charge of,” and “What points should be kept in mind in order to facilitate the cross-generational meeting?” It was a fruitful exchange of opinions for the actual introduction.
Even after the closing of the meeting, in addition to the talk from the government officials to the presenters and the meetings between the administrative officials and the supervisors, there were also discussions between the administrative officials, indicating that the meeting also functioned as a place for interaction among the participants.

Student Executive Committee
The Student Executive Committee is responsible for public relations activities for the event, as well as the management, facilitation, and event planning and implementation of the event.

We created flyers and posters for the competition and sent them out.
We recorded an explanatory video of the tournament.
At the meeting, we decided on the catch phrase for the tournament!
On the day of the competition, in addition to accepting and guiding participants in the morning, we were very busy preparing for student projects and rehearsing for the award ceremony in the afternoon.
After the presentations of the breakout sessions, the student project finally started!
Participants were divided into groups and took various quizzes about Kyoto.
I was able to interact beyond the boundaries of universities and faculties.
We also made a staff T-shirt printed with the theme of this year’s student project, “Correct answers are not the goal”!
